NO POWER TO TAX - As a result they had to rely on states to collect and foward taxes, whitch the state were reluctant to do.The central government was always short of money.

CONGRESS HAS NO POWER TO ENFORCE ITS LAWS - Congress depended on the states to enfore it's laws, which they rarely did.

THERE WAS NO EXECUTIVE BRANCH - coordinating the work of the national government was almost impossible.

NINE STATES HAD TO APPROVE ANY LAWS BEFORE IT COULD PASS - Most laws were difficult, if not  impossible, to enact.

PRESERVING RIGHTS - In most states, only white men who were 21 and older could vote.

SYSTEM OF GOVERNMENT - Jan. 1776 new hampshire became the first coloney to organize as a state and craft a constitution.

A CONFEDERATION OF STATES - In 1777 the congress detailed these plans in a document called the articals of confederation, the first contitution of the United States of Amarica.

The good things about is was:
The new laws divided the land into local governments units called townships. Townships where further divided into sections and where each sold of public auction. Lands to the north 2 years later where divded into no fewer than three nor more than five smaller territories. When the population of the territories reached 60,000,its people could petition, or apply to congress, for state hood. The same rights and privileges as the original 13 state. North west ordinance also guaranteed certain right to people living the territories. These rights included freedom of religion, property rights, and the right to trial by jury. Other states where admitted later like the present-day states of indiana, illinois, michigan, and wissconsin that form from the northwest territory.
